The San Francisco County Transportation Authority administers and oversees the delivery of the Proposition K (Prop K) half-cent local transportation sales tax program and New Expenditure Plan, which was passed by 75% of San Francisco voters in November 2003. The Authority was created in 1989 to administer Prop K's predecessor, the Proposition B half-cent transportation sales tax program, which began in 1990 and continued until it was superseded by Prop K.

Proposals must respond to the specific activities described in Section III of the Request for Qualifications (RFQ).
Statements of Qualifications are due Monday, June 15, 2009 at 2:00 p.m. A pre-submittal conference will be held on May 27, 2009 at 10:00 a.m. at the Authority's offices. As of October 2008, San Francisco has received $87 million from the US Department of Transportation (USDOT) to launch a multi-faceted program to address congestion and improve transportation in the city. The Urban Partnership Program provides the opportunity to apply new technologies and pricing tools to improve commute conditions and encourage the use of alternative travel modes. San Francisco is among seven metropolitan areas selected by USDOT from more than 30 proposals from across the nation.
